Statement by the key London and National Private Hire (PHV) Trade Bodies
The Key Private Hire Trade Bodies are calling for:
- The immediate suspension of English language tests
- A full investigation of TfL TPH by the GLA Transport Committee because they have lost control of the regulatory process and the delivery of appropriate regulations for the Private Hire Industry in London
The various organisations (named below) are calling for the Mayor of London and Transport for London Taxi & Private Hire (TfL TPH) to suspend with immediate effect the unfair, unnecessary, costly and inappropriate English Language Tests for up to 110,000 PHV drivers in London.
We also call for a full and immediate independent investigation by the GLA into the way TfL TPH is delivering new regulations and requirements, which in our view will decimate the number of licensed operators and drivers, the vast majority of whom have been fully compliant, since PHV licensing began 15 years ago in London.
Following a lengthy consultation, TfL TPH has failed to deliver proposals agreed by the TfL Board in a professional and timely manner, it has also ignored key parts of an Independent Impact Assessment it commissioned and has failed to listen to much of what the key Private Hire trade bodies and industry experts have said, which they promised to do.
Many Operators and Drivers have been in touch with their Trade Bodies to say that the impact of unnecessary requirements, the costs involved and the timeline given, will leave the capital’s Private Hire Industry in chaos. Furthermore, the impact on hospitals, schools, social services, transport and London’s commercial sector could be catastrophic.
The Trade Bodies believe that TfL TPH has lost control of the regulatory process and the delivery of appropriate regulation for the industry and calls for urgent intervention by the Mayor of London Sadiq Khan.
On Thursday 8th December the key trade bodies will lobby the GLA at City Hall, prior to and after the GLA Transport Committee is in session. Operators who fear for their businesses and Drivers who fear for their futures will be there to support the lobbying by the Trade Representatives.

- The Driver Guides Association
- The GMB Professional Drivers Branch (GMB PDB)
- The Licensed Private Hire Car Association (LPHCA)
- The National Private Hire Association (NPHA)
- The Private Hire Board (PHB)
